Identify and assess psychosocial risks

MTE Ordinance 1,419/2024 added psychosocial factors to the PGR: harassment, overload, conflict and other factors must be identified and assessed like any other occupational risk.

Prevent and follow up with an action plan

Measuring is not enough: the regulation requires prevention measures, an action plan and continuous follow-up — with records proving the cycle happens.

Listening and reporting channel

Law 14.457/22 requires companies with a CIPA to run a whistleblowing channel. In practice it is also the main source of psychosocial evidence for the PGR.

Evidence for inspections

In an inspection, the auditor looks for documents: a PGR with the psychosocial section, channel records, applied surveys and actions taken — all dated and traceable.

NR-1 questions

What changed in NR-1? +
MTE Ordinance 1,419/2024 updated NR-1 and explicitly added psychosocial risk factors to occupational risk management (GRO/PGR). Every company with CLT employees must identify, assess and address them.
When does enforcement start? +
The requirement is already in force. After the educational period defined by the Ministry of Labour, enforcement with fines started on 26 May 2026.
Is a whistleblowing channel mandatory? +
For companies required to have a CIPA, yes — Law 14.457/22 demands a reporting channel with an anonymity option. For everyone else it is the most practical way to identify psychosocial risks and produce the evidence NR-1 asks for.
What is the DRPS report? +
It is the psychosocial risk diagnosis: it consolidates the applied surveys, ranks risks by department and role and delivers the action plan — the document that feeds the psychosocial section of the PGR.
My company is small. Does this apply to me? +
